I always treat all HRA staff politely and respectfully at all times even when some HRA staff run scams on me at the request of NYC law enforcement.
I’m not saying all HRA staff runs scams on me.
I suspect a few do.
Today’s HRA scams at HRA 16 St in Manhattan.
A security guard ran behind me pretending I was doing something wrong. That’s a classic NYC law enforcement scam. I didn’t say a word. I just got out of the way.
An HRA recipient shoved his phone in my face. I didn’t say a word.
When I checked in I got a PR ticket even though my recertification is complete.
When it was my turn to meet with the customer service person, I suspect NYC law enforcement were running some of their classic scams.
It was July 10, 2024.
The woman who works for HRA starts calling me up to the desk.
The previous person is still arguing with her and he won’t leave.
That’s a classic scam that NYC law enforcement runs on me all the time in supermarkets and stores.
One person is calling me up and other people are blocking me, trying to crash into me, and start arguments.
This goes on for a few minutes.
You can check the video cameras. I think there are a few in that room.
After the guy finally moves I go up to the counter.
Then law enforcement hits me with the next scam.
I believe the security cameras are pointing towards my back when I’m speaking with the customer service women.
Of course the security cameras were probably recording video and not audio.
Law enforcement has another public assistance recipient who was at the customer service area next to me start arguing with the customer service woman who is helping me.
That way on the security cameras it looks like the customer service person is arguing with me.
One more time.
People I know pay NYC law enforcement and their civilian lie and scam team to harass me constantly.
NYC law enforcement has women and men in regular clothes harassing me constantly trying to get me kicked out of every place I go.
I always treat all HRA staff, security guards, and other public assistance recipients respectfully no matter what.
Law enforcement has been running these types of scams on me 247.
It’s so obvious if you look at the security footage it’s not even funny.
First and foremost and more important than any of this, I always treat all NYC Comptroller’s Office staff and building staff with the utmost respect at all times, no matter what.
Treating everyone at the NYC Comptroller’s Office and One Center Street respectfully is more important than any of this.
On September 21, 2023, I dropped off a notice of claim to sue HRA on the 12 fl floor at One Center Street.
One of the reasons is that HRA isn’t sending me my MetroCard money because the NYPD and New York City law enforcement are threatening the people at HRA not to send me my $100 per month or so MetroCard money.
Full time college students receiving cash assistance receive MetroCard money.
I always treat everyone at HRA with the utmost respect at all times.
Law enforcement told HRA to lie and say there is a problem with the computer software so they don’t have to send me my MetroCard money, although other students are receiving the money.
I just checked my mail and I still haven’t received the confirmation letter from the NYC Comptroller’s Office letting me know if there is going to be a hearing or if I can go ahead and sue HRA.
I just checked my online cloud account and someone went into my cloud account and erased my notarized copy of the HRA notice of claim that was stamped by your office on September 21, 2023 when I was there in person.
I’ll start over from scratch if you don’t have it. No big deal.
Also, there was a slight access situation when I was at your office at One Center Street on the 12th floor.
I went to the office where civilians can ask questions about their cases.
I rang that little bell in the office with a security camera pointing directly at it.
The people in your office said I have to slam the bell very hard or you won’t hear it.
I said wouldn’t that look disrespectful in the security cameras if someone is in that little office banging on that bell?
I just left and said I’ll deal with this later.
I’m also suing The City University of New York (CUNY) in the New York Court of Claims because they are allowing NYC law enforcement to run similar scams on me.
139678 – NYS Court Of Claims
I have an open lawsuit against CUNY and law enforcement is running more blatantly obvious scams on me at CUNY than ever and I’m going to prove it.
Law enforcement doesn’t care about evidence, they don’t care about oversight, they don’t care about lawsuits.
Law enforcement is running scams and they are confident they can clean up any mess after the fact because almost everyone is scared to death of them because they murder so many people and sabotage people.
These are a few they got caught for.
I suspect law enforcement doesn’t get caught for the majority of the people they murder.
Who is going to say something?
Internal Affairs?
Please advise if you have my HRA notice of claim that I had notarized at 60 Centre St and brought to your 12 floor location on September 21, 2023.
First and foremost, I always treat all parties involved in this situation (CUNY Edge/HRA/etc.) with the absolute utmost respect at all times. Treating people respectfully is more important than anything. I understand everyone is doing their best under the circumstances.
I’ll survive regardless.
In the past, full-time The City University of New York (CUNY) students on public assistance used to receive MetroCard money from the Human Resources Administration (HRA).
For the past four years, I’ve always received MetroCard money every week from (HRA).
If I’m correct, the public assistance students would receive the MetroCard money regardless if school was open or on break.
Then the MetroCard money was only given when school was open.
For some reason, last semester, the MetroCard money started a few weeks into the semester.
It’s October 10, 2023, over a month into the semester, and I’m not receiving the MetroCard money from HRA.
I’ve politely and respectfully asked Baruch College CUNY Edge about it, and they said they are waiting to hear from HRA.
I’ve politely and respectfully asked the people at Benefits Access Centers (BAC) – HRA located at 109 E 16th St, New York, NY 10003, regarding the situation.
They said they didn’t have any information.
Did HRA cut off all CUNY public assistance students from the MetroCard money?
Did HRA cut off all New York City public assistance full-time college students from MetroCards?
I’m guessing there are thousands of CUNY students who receive public assistance.
After all these years, are they cutting the MetroCard money?
Is there any way to find out if all CUNY public assistance students have been cut off from the MetroCard money?
I’m trying to find out if everyone was cut off or just some students.
I just had the idea while writing this note to contact other schools outside of CUNY to see if I can gather any information.
I’m going to call/email New York City colleges outside of the CUNY system starting tonight and see if they have any information.
People I know pay law enforcement to harass me constantly. It’s nothing new. I’m used to it.
I always treat everyone at HRA 16th St with the utmost respect at all times.
I never mention to anyone at HRA 16th St that people I know pay New York City law enforcement to sabotage every move I make at Baruch College, HRA, supermarkets, and everywhere else.
Every month I upload a perfectly clear copy of my storage invoice into Access HRA.
Every month my storage invoice doesn’t get paid.
Then I have to go to HRA 16th St in person with the storage invoice, and then it gets paid.
Again, I’m not saying a word to anyone at HRA 16th St about law enforcement sabotaging me.
I suspect law enforcement is telling people at HRA not to pay the invoice.
Yesterday morning I brought my storage invoice to HRA 16th St.
I was as polite and respectful as humanly possible.
I just looked at Access HRA, and there is no record that my storage invoice was brought in to HRA 16th St yesterday.
So now what’s happening is I upload my storage invoice, and nothing happens.
Then I go into HRA on 16th St, and nothing happens, so I have to keep going back to HRA 16th St over and over.
Yesterday the people at HRA 16th St said that the “system was down” and they would upload my storage information after I left.
It was never uploaded.
So now I’m going to go back again today.
I will continue to treat your staff as politely and respectfully as humanly possible.
It’s not their fault that law enforcement is being paid to run around the city and threaten people to sabotage me at every place I go.
If anyone has any ideas, please let me know.
Thank you.
Mark Pine

First and foremost I always treat all your staff with the utmost respect at all times.
No matter what.
I hope I’m wrong but I suspect law enforcement had your staff run another scam on me the same way law enforcement runs one scam after the next on me at Baruch College CUNY and everywhere else.
I uploaded my storage invoice to Access HRA.
Then the storage company raised the price after sending the first invoice.
I then uploaded the new invoice with the increased price to Access HRA.
When the storage bill still didn’t get paid I then went in person to HRA 16 St NYC with the invoice from my storage company.
The person at the counter at HRA 16th St NYC asked me to sign a document and that was it.
The person at the counter at HRA 16th St NYC then gave me a receipt for my records.
I’m looking at the document now on the Access HRA website and nothing is filled out.
There is no price, no invoice, just a blank document with my signature and it says storage.
I don’t take it personally.
I will continue to treat your staff with the utmost respect at all times.
I’ll go back to HRA 16 St in New York City on Monday and every day after until it gets worked out.
Law enforcement will probably have me go back to HRA 16th St several more times so they can have drug addicts pretend they are handing me things, have teenage girls pretend I’m stalking them, and have other people blow drug smoke in my face every day I visit the HRA office.
If you require any additional information from me please let me know.
If law enforcement is threatening you not to pay for my storage bill I understand.
New York City law enforcement does not have any oversight at all and it’s documented that they murder and attack innocent people.
I suspect the number is a lot higher for what they get credit for although the number they get credit for murdering and abusing is a lot.
Thank you and have a great day.

I always treat everyone at HRA with the utmost respect at all times.
If you know how to look I’m currently suing The City University of New York.
The case is called
Mark Pine Vs The City University of New York.
The whole case is about how rich people I know pay law enforcement to sabotage me at CUNY and harass me.
I highly suspect law enforcement is sabotaging my case at HRA.
I don’t blame anyone at HRA for allowing law enforcement to sabotage me or helping law enforcement sabotage me.
I don’t have a criminal record.
I don’t do anything illegal.
The Manhattan District Attorney, the US Attorney for NYC, the NYPD, and the NYC FBI all blocked my number because if anyone helps me they are immediately fired if they are lucky.
People I know pay a lot of money to the people in charge of New York City law enforcement to commit crimes.
For example, they like to punch women in the face, drug women, and attack women.
New York City law enforcement can care less as long as they are being compensated.
The other NYC government agencies are scared to death to upset law enforcement.
Anyway, right now I suspect NYC law enforcement is threatening whoever is in charge of paying my storage not to pay it.
I don’t take it personally.
If someone at HRA doesn’t allow NYC law enforcement to run scams, NYC law enforcement could have them fired immediately in my opinion.
Again I always treat everyone at HRA with the utmost respect at all times.
I’m going to file a Notice of Claim with the NYC Comptroller this week.
I will let the NYC Comptroller’s Office know that NYC law enforcement is threatening people at HRA not to pay my storage and see if I can get the courts involved.
The only time I can get NYC law enforcement to follow any rules at all and be a little cautious when they are harassing and sabotaging me is when I get the courts involved.
I’ve had dozens of conversations with the police and FBI about many of the topics covered in the class I’m taking this summer (phone records attached).
I have never and will never mention a word about the police harassing me in any Baruch College class.
I’m never saying a negative word about anything in any Baruch College class.
I’m only going to speak positively about the government, courts, and laws in class.
I’m not mentioning a negative word about the defamation laws that I have complained about to law enforcement dozens of times outside of school.
I’m strictly positive and professional in my classes.
I never mention a word about my personal life. I never mention a word that is negative.
You said only to contact you if I have any issues at Baruch College.
You told me not to contact the Chancellor and not to contact the Baruch College President. I haven’t and I won’t.
New York City law enforcement just tried to run a nice scam on me tomorrow morning.
New York City law enforcement sabotages me at HRA all the time. I never mentioned 1 word about it to the CUNY Edge office and I never will.
I just coincidentally received an email today that I have to interview with HRA or my welfare case is going to be closed.
Normally I would go running down to the HRA office on 14 St tomorrow morning. I would be waiting outside at 7 AM and be one of the first in. The police know that.
New York City law enforcement has people tear me to pieces on the welfare line on 14 St. Or maybe it’s just a coincidence.
I believe the police have people blow weed smoke in my face and harass me the entire time I’m on the welfare line waiting to get in.
I’m not going tomorrow because it’s my first summer class.
I’m not going to be harassed for two hours nonstop, while simultaneously people are blowing weed smoke in my face. Then I’ll show up to my first Zoom class high on weed after being harassed for two hours nonstop. That has happened to me so many times I lost count.
I’ll go to HRA on Wednesday when I don’t have a class and the police can harass me all morning on my day off from school.
Tomorrow morning I’m going to show up to Baruch College at 7 or 8 AM. I’m going to find a nice place to sit or stand in clear view of a security camera. I’m going to relax and start studying for class.
Tomorrow during class I’m going to keep my mouth shut. If I’m called on or if I feel like participation is necessary I will be positive and professional.
I will speak like the Baruch College President and the Chancellor are going to be sent a video of the class.
This is the email I coincidentally received from HRA just now:
The due date for your Cash Assistance case with case number ending in 898H is approaching. If you do not complete the interview on 06/14/2022 your case may close. Log in to your ACCESS HRA account at nyc.gov/ACCESSHRA to submit your recertification.
You can update your notification preferences at any time by logging into ACCESS HRA and selecting “Update” on your ‘Profile’ page.
No one from HRA ever called, HRA said we don’t have to go in, HRA said they probably won’t even interview me.
Coincidentally I received this email the day before class begins.
If I show up to HRA tomorrow morning, which I’m not, New York City law enforcement will chew me up and spit me out.
I’m getting off to a great start for the summer semester. I’m not letting them do it and I’m not going to HRA until Wednesday.
I’m about to email the Commissioner of HRA’s office about it right now too.
After the police sabotage my HRA case over and over which is well documented, the Commissioner’s Office cleans it up.
Thank you and have a great day.
Mark Pine
I always treat everyone at Baruch College with the utmost respect at all times. That includes staff, professors, security guards, and students. Treating people respectfully is more important than anything. I never participate in controversial conversations at Baruch College out of respect for people’s feelings. I love Baruch College, LaGuardia Community College, and The City University of New York. My goal is to pass. Grades are not my priority. I’m at CUNY to learn. I have been living in the street homeless for five years so it’s a miracle that I’m able to attend college. I don’t care if someone at Baruch College pours a can of paint on my head, I have never and will never say a disrespectful word to anyone at Baruch College under any circumstances. I’m walking on eggshells trying to go from homeless to home. In my spare time I’m cold calling hedge funds trying to launch startups and I promote myself on the Internet. Hopefully one day soon I can get back into an apartment. I believe in giving back even with my current situation living in the street homeless. One of the best things the government does in my opinion in addition to CUNY is the New York State Real Estate Salesperson’s License. During the last two decades, I have recommended thousands of people who are living check to check in New York City and the tri-state to obtain the license.
First and foremost, thank you and your staff for the amazing help you provide to New Yorkers including myself. I always treat your staff with the utmost respect at all times.
I just uploaded my new storage bill on May 11, 2022. The bill is due by June 1, 2022.
I downloaded the bill PDF from the storage company on my phone. Then I took a screenshot of the storage bill PDF. Then I uploaded the picture storage bill PDF into the HRA app.
From my experience, the result is a perfectly clear copy of my storage bill reaches your staff.
For the past two or three months, I submit my storage bill and the check doesn’t go out until past the due date. Also, I have to email your office through the public web form every month or the check isn’t mailed to the storage company.
I’m not sure why that’s the case.
It seems like common sense that everyone on public assistance doesn’t have to visit their HRA center every single month. That would be a huge amount of extra work for your team.
I also can’t imagine that every month, all New Yorker’s on public assistance or SNAP (food stamps) have to contact your staff via this web form.
Please help me if you can figure out why I have to contact your office every month to have the check mailed to my storage company. I asked the good people at HRA 14 Street and they don’t know.
If there is anything else I have to do please let me know and I’ll do it immediatly.
Please advise.
Thank you and have a great day.
