I was just walking on East 15th St and 3rd Ave in Manhattan, New York City. It was November 27, 2023, at approximately 6:15 AM.
In my opinion, someone started harassing me.
I started recording the person with my phone’s video camera.
The person threw me down on the ground and started trying to take my phone.
I started yelling for help.
A garbage truck stopped.
Eventually, the person walked away.
Here is the law enforcement gym scam.
I suspect that the person that was harassing me is part of law enforcement’s off the books, plain clothes, civilian lie and scam team.
Most people don’t know that law enforcement has a large civilian team they use to run scams.
The off the books civilian lie and scam team doesn’t officially or directly work for law enforcement.
People I know pay law enforcement to run all types of scams in multiple states, including harassing me.
Here is how it works.

For example, law enforcement is trying to get me kicked out of Baruch College, supermarkets, stores, and, most of all, the gym where I belong.
Law enforcement is obsessed with trying to get me kicked out of my gym.
I belong to a big gym.
Law enforcement has hundreds of people who run scams for them who are members of the same gym as me.
Law enforcement has people harass me almost every day at the gym.
For example, law enforcement’s off the books civilian team harasses me almost every day in the gym locker room. I ignore them.
When I’m in the gym locker room, law enforcement’s civilian team crashes into me, shoves their phones in my face, throws drug paraphernalia around me, throws garbage around me, blocks me from walking, and much more. I ignore them. It’s been going on for years.
People I know have been paying law enforcement to run scams for decades.
Law enforcement has been harassing me for years. I know most of their scams. For example, the squeeze by, fight starters, teasing, harassing, head rubbing, finger pointing, and much more.
Law enforcement has women and men harass me in the street, subway, stores, and everywhere else.
For the past four years, law enforcement has people harass me in class during classes at Baruch College.
I just ignore them too.
I suspect law enforcement wants to run their small town Manhattan and New York City scam on me.
The small town scam is when law enforcement has people start arguments and fights with you or just lies and says they randomly saw you doing something and then has the civilian lie and scam team member(s) go to places you go to tell on you.
I suspect that the person who was harassing me in the street today on East 15th St and 3rd Ave in Manhattan, New York City on November 27, 2023, is a member of New York City law enforcement’s off the books, unofficial, civilian lie and scam team.
Here is how the law enforcement lies and scams continue.
I have no idea who the person was that attacked me on East 15th St.
I can care less if I see the person again, I’m not saying a word.
Law enforcement has had hundreds of women and men pick fights with me for almost a decade. This is nothing new.
Law enforcement in New York City has tens of billions of dollars; they have massive resources.
The person who attacked me in the street is either a member of the same gym as me, or law enforcement will have the person join now.
Next, law enforcement is going to have the person coincidentally see me and start some type of commotion in the gym.

I don’t do anything illegal.
I don’t have a criminal record.
The reason I mention that is because when I started yelling while being attacked this morning, a garbage truck stopped with one garbage person inside.
I said call the police.
The garbage person said what happened.
The civilian lie and scam team member who was attacking me and trying to steal my phone on behalf of law enforcement told the garbage person that “he stole money from me.”
Again, it’s November 27, 2023.
I have no idea who the person is besides he runs scams for law enforcement.
Law enforcement and their civilian lie and scam team have been harassing me since five o’clock this morning.
Law enforcement and their civilian lie and scam team harass me almost every day.
I have no criminal record, but now, at 47, someone is going to start stealing while being harassed daily by law enforcement.

I just got a Police report for the incident.

The reason is because if a person fights back, then it becomes an argument of who started it, and the other person is lying.

I have had students attack me at Baruch College and I just run away.
Another law enforcement scam is law enforcement will have members of their civilian lie and scam team that are intentionally smaller than you try to start fights with you to get you in trouble.
Once you react, law enforcement swoops in, and everyone says you started it.
Law enforcement moved in their plain clothes off the books, civilian lie and scam team to run their usual scams on me.
At some point, someone blew some type of drug smoke in my face.
I’m going to go to the emergency room in a little while.
In the meantime, law enforcement will have their civilian lie and scam team teasing and harassing me while I do my homework on the steps in the subway.
Law enforcement stole my phone for the 6th time in less than a year the night before Thanksgiving.

When I was about to enter the gym I saw a large number of people going in and out of the gym at the same time.
I patiently waited for them to go before me.
Then when I walked into the gym there were two people standing by the door.
I politely said can I please walk around you to one of the people.
The person moved a little bit and that was it.
Then I started walking up the stairs into the gym.
I said to myself I want to see if the two people were just standing by the door as I was walking in and the minute I walked past they moved.
Of course, that was the case.
The person I politely asked if I could walk around him of course walked up to the person at the front desk to make up some lies about me as per law enforcement’s blueprint and then walked out.
Law enforcement sometimes has 5 to 10 people or more harassing me at a time in the locker room.
Law enforcement has had their civilian lie and scam team harass me hundreds if not thousands of times in the locker room.
I just ignore them.
For example, law enforcement has people throw garbage and drug paraphernalia around me, they shove their phones in my face, block me from walking, crash into me, etc.
I never say a word.
I just politely asked someone if I could walk around them in the lobby of the gym and the person went running to the gym staff member at the counter to tell on me as if the person was held up at gunpoint.
Law enforcement runs the exact same scams on me everywhere I go.
If you look at the security cameras it’s so obvious what just happened.
As soon as I’m about to walk in law enforcement has a bunch of people ready to cut me off and crash into me.
Then after I patiently waited for them all to move, law enforcement has two people line up by the door to play their little “he cut me off and is rude game.”
I politely ask to go around a person.
The second I’m out of view one of the people leaves and the other goes running to tell on me.
Law enforcement is spending unlimited millions of dollars running scams on me.
For example, law enforcement has their civilian lie and scam team harass me constantly at Baruch College, supermarkets, subway, etc.
There were people harassing me on the way to the gym and I was on the phone with the Baltimore FBI bank robbery extension.
Of course, the FBI can care less about civilians being harassed by law enforcement.
I wouldn’t be surprised if the people I know that pay law enforcement to run scams are paying some of them too.
The FBI has less oversight than the police if that’s possible, so why not?
Law enforcement doesn’t have any oversight at all.

Law enforcement knows I get my next student loan payment at the end of January 2024.
Until then I receive my monthly money from the New York City welfare office.
When I try to find work law enforcement threatens or incentivizes people not to hire me.
Also, law enforcement is stealing my MetroCard money right now that I’m supposed to be receiving from the NYC welfare office.
Law enforcement is going to steal my phone at least 2 or 3 more times before the end of January 2024.
So far this year I’ve been robbed more than 10 times.
My phone has been stolen 5 times so far this year.
Law enforcement always steals my phones 2 or 3 times during the holidays.
Law enforcement is going to rob my next payment from the NYC welfare office toward my storage room where I keep my belongings.
Law enforcement already vandalized the storage room request for the approximately $68.
Law enforcement knows that the NYC welfare office gives me $240 per month in cash and they want to steal as much of it as possible.
If I don’t get the $68 from the NYC welfare office for my storage room then I’ll have to spend my food money so my belongings don’t end up in the garbage.
This has been going on for almost 10 years; it’s nothing new.

Every semester for the past four years I receive MetroCard money from HRA because I’m a full-time CUNY student who receives public assistance.
Last semester for the first time I didn’t receive the MetroCard money until a month after the semester started.
This semester, Fall 2023, it’s November 10, 2023, and I still haven’t started receiving my MetroCard money.
I would like permission to politely and respectfully contact the CUNY Edge offices at other CUNY schools and find out if this is a CUNY situation or if just certain students aren’t receiving their MetroCard money from HRA.

On September 21, 2023, I dropped off a notice of claim to sue HRA on the 12 fl floor at One Center Street.
One of the reasons is that HRA isn’t sending me my MetroCard money because the NYPD and New York City law enforcement are threatening the people at HRA not to send me my $100 per month or so MetroCard money.
Full time college students receiving cash assistance receive MetroCard money.

Law enforcement told HRA to lie and say there is a problem with the computer software so they don’t have to send me my MetroCard money, although other students are receiving the money.

I just checked my online cloud account and someone went into my cloud account and erased my notarized copy of the HRA notice of claim that was stamped by your office on September 21, 2023 when I was there in person.

Also, there was a slight access situation when I was at your office at One Center Street on the 12th floor.
I went to the office where civilians can ask questions about their cases.

There are many more instances of Baruch College students harassing me in front of Baruch College security.
I don’t want to get any Baruch College security in trouble.
I like them.
I think they are doing a great job besides the situation with me.
I have a lot of schoolwork.
I have a lot of things I can do to try and earn money on the web.
There is no reason for me to be suing The City of New York besides the fact that everything I’m saying is true and law enforcement is ruthless.
One last thing.
I’m going to visit NYPD headquarters or wherever I have to go to round up all the police reports issued to me by NYPD Precincts.
My phone has been stolen four times this year and close to ten times total.
My laptops have been stolen.
My wallet has been stolen.
There are so many NYPD police reports from times I’ve been robbed and violated I lost count.
A person can’t obtain that many police reports without being a victim to professional scams and crime.
I’ll try and upload the NYPD police reports as exhibits by the end of the week if the NYPD will give me them.
I would guess that less than a fraction of one percent of the people in New York City can show ten NYPD police reports from being robbed.
Clearly there is something strange going on here.
