Opinion: Message to the Commissioner of HRA in New York City. October 7, 2021.

Greetings Steven Banks, Commissioner, Department of Social Services, 

First and foremost thank you for the help. HRA saved my life after people I grew up with paid NYC law enforcement to sabotage my web marketing clients. I have no criminal record. I don’t do anything illegal. I don’t drink. I don’t smoke. I’m a full-time student at Baruch College (12 credits this semester). I wish the public heard about homeless people like me more often.

I always treat everyone at HRA with the utmost respect at all times. Your staff is as good as it gets. I hold you all in the highest regard. 

As I stated, I’m a full-time student at Baruch College. The CUNY Edge office and I sent all the paperwork to prove that I’m a full-time student. For some reason, my Access HRA account is showing that they want information about job searches. 

“You need to give us these documents. If you don’t give us these documents, you may not receive benefits. You can view SNAP examples or view Cash Assistance examples. Proof of Job search activities (FIA-1021b Declaration of Job Search Activities) Proof of Eligibility for SNAP again because ABAWD rules are met (or no longer need to be met).”

My access HRA account also says Next Recertification Due: June 2022

Previously, I worked for RF CUNY. I was notified that RF CUNY is canceled this semester for full-time students.

Please let me know what I need to do to meet my requirements. The best way to reach me is via email or if you email me a phone number I’ll call.

Email to the New York City Human Resources Administration about losing my public benefits card.

Greetings Department of Social Services, 

I have received a few letters in the mail warning me that I might be in trouble for losing my public benefits card. 

First of all, I would like to say thank you to everyone at the New York City Human Resources Administration. The help I receive from HRA is a lifesaver. 

I’m 44 years young and I have been homeless for about five years. I tried living in the shelters but I didn’t like it. 

For about the last year and a half, I have been attending The City University of New York. 

First I was at LaGuardia Community College. I earned a 3.975 GPA after 36 credits. 

Now I’m at Baruch College. I’m in my first semester and things are going very well. 

I have been robbed several times and had my wallet stolen. A few times I reported it to the police and there should be police reports on the NYPD computers. 

I don’t have a criminal record at all. I don’t drink. I don’t smoke. I don’t party. I don’t do anything illegal. 

One time I went to HRA for a new public benefits card. HRA gave me a temporary card. After I went back to get the permanent card, I received a letter saying I’m in trouble for losing cards. 

I have been robbed of clothes, laptops, smartphones, and anything else you can imagine. I will continue to try and be as careful as possible. 

Please let me know if there is anything I can do to improve my standing with HRA. I do everything exactly as HRA requests. I treat the staff at all HRA locations with the utmost respect at all times. 

Please advise.

Email to the HRA commissioner about the date of my public assistance case recertification.

Greetings HRA,

I always treat everyone at HRA, CUNY, etc., with the utmost respect at all times. That is more important than anything. 

My access HRA account says my recertification is for December 2020. I was outside of The Waverly Job Center this morning at seven this morning with my paperwork. 

When it was my turn the very nice person at the desk told me my recertification is for June 2021. 

I just wanted to double-check and make sure that is correct. I have had my case dropped once before with no explanation. 

I’m going to go back there at least three more times and wait in line for three hours to be one hundred percent sure that I don’t have recertification for a year and a half or more from the last one. 

If I’m correct my last HRA public assistance/cash assistance recertification case was November 2019. 

Please provide any feedback you deem appropriate.

Email to the welfare office about going under a string at The Waverly Job Center.

Greetings HRA, 

I treat everyone at CUNY, HRA, the NYC Comptroller’s office, the USPS, etc., with the utmost respect at all times. 

I’m used to being treated like garbage every time I interact with a federal, state, or city agency. 

People I know pay the top New York law enforcement to torture me. One thing they do is run around to every government agency I interact with and tell the staff to try and pick fights with me to get me kicked out. 

I don’t take it personally because I know that New York law enforcement will have them fired if they don’t do as they are told. To illustrate, I was signed up to take criminal law at CUNY and New York law enforcement had the class canceled because they are trying to set me up and they don’t want me knowing the law. 

I’m typing this email from HRA The Waverly Job Center on West 14th Street in New York City. 

The reason I’m here is that HRA mailed a check to my storage company and New York law enforcement stole the check out of the mail. They have stolen my mail hundreds of times. 

The reason I’m sending this note is because of something that just happened. I have been at the Waverly Job Center patiently waiting for a few hours. I’m been doing schoolwork the whole time. I’m a full-time student at CUNY. 

I walked up to one of the FJC security guards and was politely asking if they called my number and I missed it. As I’m standing there a member of the NYPD starts bolting towards us. 

There was two poles with a string so I went under it to get out of the way. I have no idea who the cop was looking for. 

After I went under the string I said to myself New York law enforcement would have a field day with a picture of me going under a string with a police officer walking in my direction at HRA. 

I just wanted to mention it because I had nothing to do with that situation. I’m patiently waiting as always. I’m walking on eggshells because New York law enforcement has people harass me constantly and is trying to sabotage me every chance they get.

Email to the public assistance help desk at the CUNY school I attend.

Greetings,

First and foremost, I treat everyone at The New York City Human Resources Administration (HRA), CUNY, etc., with the utmost respect at all times. That is more important than anything. I understand that everyone is doing their best under the circumstances. I appreciate the consideration I receive from all parties involved. 

I just read the email you sent. I’m in quite a predicament. I have no idea why but for some reason my HRA public assistance recertification date was moved from November 2020 to December 2020. Normally I receive my student loans after my HRA recertification and it doesn’t affect my public assistance case. Now that my HRA recertification has been moved my student loan money is going to land in my account at the same time as my HRA case recertification. 

I’m homeless and I wouldn’t go back to a homeless shelter under any circumstances. I had a horrible experience at two shelters. For the past 5 years, I usually sleep in a chair on the subway platform when it’s cold. Now the subways are closed during my sleeping hours. Additionally, the school is closed. All my go-to places to stay warm are locked up for the winter. 

I need the student loan money to rent access to a coworking space so I have somewhere to go this winter when it’s freezing cold outside. The ATM’s will be filled with my homeless sisters and brothers, so I can’t stay there. Plus the police and bank security are constantly patrolling and clearing everyone out.

I’m going to require my usual $500 per month or so cash assistance and SNAP for food. If I have an issue in the middle of December or January with my public assistance, the coldest months of the year, that is going to be tough. I’m spending hundreds of hours now trying to figure this out so I can avoid a disaster later. Plus there are so many people on public assistance, who knows how long it will take for a glitch in the HRA system to update. 

My HRA public assistance case was already dropped once years ago and I was never given a reason. I do everything HRA asks immediately and I treat everyone with the utmost respect at all times. For the life of me, I have no idea why my case was dropped. 

The HRA approved job program I used to attend would tease us that they were going to drop our cases but that was after my case was dropped and it hasn’t been dropped since. The HRA approved job program would say FTC (fail to comply) over and over for fun. That place was torture. That is why I love the opportunity to go to school and do something productive instead of sitting around the job center from 9 AM to 4 PM 5 days per week doing absolutely nothing for 90% of the time with the staff threatening FTC. There were no computers to use, no WiFi, etc. 

Maybe everything will go smoothly with my recertification but I have a suspicion that $5000 cash from student loans might affect my case if it lands in my account on the same date of my HRA public assistance case recertification. I contacted every single HRA public contact and they refuse to provide an answer. I visited the HRA office on West 14th Street and they were not sure. Thinking about it now, I’m going to go back and try to speak with them again in person. I emailed the financial aid office at school and they are not sure if the money will affect my case. 

I have started contacting financial aid offices at additional New York City colleges, outside of CUNY, trying to find anyone who might have the answer or a contact at HRA. I’m going to contact the public advocate, Manhattan Borough President, Queens Borough President, and anyone else I can think of.

Message to the New York City Human Resources Administration regarding my December 2020 public assistance case recertification.

Greetings,

I always treat everyone at HRA, CUNY, and the NYC Comptrollers office with the utmost respect at all times. HRA is sabotaging me because New York law enforcement are forcing them and it’s not personal. 

Someone from HRA contacted me regarding the paperwork I filed with the NYC Comptroller’s office to sue HRA. This is part of the message I sent: 

I would appreciate if we can interact via email so everyone is on the same page. I have been told by the CUNY EDGE office and the staff at the Waverly Job Center HRA West 14th Street in New York City that my benefits will not be affected by student loans. I have already received $10 thousand cash from student loans during the past year while on public assistance. 

Have the rules changed? Is it going to be an issue that my recertification date has been moved from November 2020 to December 2020 and my student loans will now show up on my Chase Bank recertification statements when before it showed up the month after? 

The HRA representative requested a phone call. I would prefer to communicate via email. 

Please let me know if there is anyone who is able to answer my question via email. That is the way I feel comfortable communicating in addition to in person.

This is another email I just sent to Steven Banks the Commissioner of The New York City Human Resources Administration / Department of Social Services (HRA/DSS)

Greetings,

My HRA public assistance case recertification was moved from November 2020 to December 2020 for some reason. I’m not sure why.

I believe I can recertify my public assistance case on either October 15 or November 1. Not sure which one, but it’s one or the other. Normally I would be able to recertify my HRA case on September 15 or October 1.

Is it going to affect my pubic assistance case that a $5000 student loan is going to hit my account literally the day I’m up for recertification of my public assistance case now that the date was moved? I was told I was allowed to receive a student loan while on public assistance. I just want to make sure.

I want the student loan 100%. I need it to survive this winter. I’m not going to a homeless shelter and everything is closed including the subway where I normally sleep when it’s freezing outside. I wouldn’t go to a homeless shelter, I’ve been there and I don’t like it. I’ll leave it at that.

I’m going to spend a few dollars of my student loans to rent access to co-working spaces that I can use to get out of the cold for a few hours here and there and get my schoolwork done.

Of course, I have to throw in here I have a 4.0 GPA after 27 credits with a 100% attendance record. All while being homeless the whole time.

Please provide any feedback you deem appropriate.
