    I’m contacting you for 2 reasons. 

    First, the day the bill shows up. 

    I used to get the storage invoice on the 7th of the month. 

    Now I get it on the 16th or 17th of the month. 

    It’s not a big deal. 

    I’m just letting you know that the HRA public assistance office pays for my storage and a lot of people’s storage in Manhattan. 

    That gives us less time to bring the invoice in person to HRA every month. 

    It’s not a big deal just letting you know. 

    The second reason I’m contacting you is about New York City law enforcement spending millions of dollars harassing me. 

    I don’t have a criminal record. 

    I don’t do anything illegal. 

    I always keep to myself at the storage place. 

    I always treat your employees respectfully no matter what. 

    Long story short individuals I know pay New York City law enforcement and their civilian team to harass me. 

    New York City law enforcement has women and men of all ages harassing me and running scams on me in almost every business I enter. 

    I just ignore them and move away. 

    If I see a police officer that doesn’t mean I’m going to flip out and start cursing them out. 

    New York City law enforcement has been harassing me for years. I’m used to it. 

    I’m in the process of suing the FBI and NYPD. 

    I’ve contacted more than 1,000 United States government offices about New York City law enforcement and their civilian team for harassing me and they can care less. 

    I have never mentioned a word about any of this to your employees. 

    Of course, New York City law enforcement has women and men in regular clothes running scams on me and harassing me at the storage place.

    I just ignore them and move away. 

    I’ve been a storage customer since 2019.

    Subject: The NYPD won’t allow me to work. 

    This is a message about the NYPD not allowing me to work that I sent to the HRA Commissioner’s office via the public web form in January 2025. 

    I made it a little longer because I don’t have to submit it via the web form. 

    Greetings HRA, 

    Thank you for all the help. 

    The people who work for HRA 16th St, Manhattan, including security guards do a great job. 

    I always treat all HRA staff, security guards, employees at the public assistance job programs, and other HRA recipients politely and respectfully at all times, no matter what. 

    Treating everyone at HRA respectfully is more important than any of this. 

    Almost anything I buy with the cash from HRA, the NYPD and their civilian team steals or vandalizes. 

    I’m sure most NYPD members are ok. 

    The NYPD officers who harass me are ruthless beyond almost anyone’s imagination. 

    The NYPD’s favorite scams are to lie and say Mark Pine is rude, Mark Pine doesn’t want to work, Mark Pine is crazy, Mark Pine is stalking all the girls, etc. 

    I’m 48 years old with a 3.8 GPA at Baruch College and zero criminal record with the NYPD spending a massive amount of money to lock me up. 

    The NYPD constantly has civilian women and men in regular clothes crashing into me, blowing marijuana smoke in my face, shoving their phones in my face, yelling and screaming at me, sneezing and coughing in my face, doing anything they can to try and start an argument, and much more. 

    I ignore them. 

    The NYPD got me arrested in Nassau County. 

    It’s a long story. 

    I got the charge lowered to a violation so I still technically don’t have a criminal record. 

    It’s an awesome story, no time to tell it here. 

    I represented myself and requested a bench or judge trial.

    Currently I’m a full time student at Baruch College CUNY. 

    I’m signed up for full time for the Spring 2025 semester. 

    I plan on taking summer 2025 classes and Fall 2025 classes. 

    At some point in the future I’m going to be back looking for a job. 

    At your convenience I would like to speak or email with someone at HRA about the NYPD not allowing me to work. 

    Every time I call the main HRA number no one picks up, even if I call first thing in the morning when HRA opens. 

    I understand “the NYPD won’t allow me to work” isn’t a common issue. 

    That’s why I’m getting started now. 

    I’m contacting HRA about this situation early, so there is plenty of time to deal with it before I end up back at a HRA job program with the NYPD and their civilian team harassing and sabotaging me. 

    I don’t look homeless. 

    I’m better at web marketing and online advertising now than ever. 

    Unfortunately, the NYPD won’t allow me to work.

    The NYPD chases away all my contacts. 

    I don’t have a criminal record. 

    I don’t do anything illegal. 

    Individuals I know run kickback scams and pay the NYPD to harass people including me without any legitimate reason. 

    The NYPD uses some of their multi billion dollar a year budget with little to no oversight to sabotage a lot of people including me. 

    The NYPD does a lot of good and a lot of bad. 

    The good doesn’t excuse the bad. 

    I’m always respectful to NYPD patrol cops when I see them around the city and at precincts. 

    The people I know pay high level NYPD to harass me, not precinct police that you see in uniform. 

    1 Police Plaza, the Manhattan District Attorney, NYPD Internal Affairs, the Manhattan and Albany FBI, the US Attorney Northern District of New York, blocked my phone number. 

    I have a feeling the majority of people in New York City, New York State, and the United States aren’t getting help if they are being harassed by law enforcement. 

    I’ve contacted more than 1,000 United States government offices by phone and email to report the NYPD for harassing me and none of them helped at all. 

    In my spare time from school I’m trying to find new web marketing clients. 

    I’m also trying to raise money for startups from accredited investors. 

    Hopefully I’ll figure out how to earn money before I’m done with school. 

    If not I’ll be back in the public assistance job program with the NYPD and their civilian team sabotaging, harassing, and running scams on me without a care in the world about NYPD Internal Affairs, CCRB, and DOI stopping them. 

    Before I went to Baruch College I applied for hundreds if not thousands of Manhattan retail jobs. 

    In my opinion, anyone who was thinking about hiring me was told no by the NYPD. 

    The NYPD would love to drag me into dangerous situations. 

    For example, the NYPD tried to get me to go to a factory somewhere in the middle of the night where there was no public transportation nearby. 

    I called the local NYPD precinct and they told me if I go there in the middle of the night I’ll be killed. 

    I should have recorded the call. 

    I know this is a tough situation and I’m making the best of it. 

    I’m living in the street homeless. 

    I have places to shower. 

    Of course, I have my little storage room with clean clothes paid for by HRA. 

    If I was working 30 hours a week or so for minimum wage I’d be doing a lot less work than I have to do for school and I’d have a lot more money. 

    Unfortunately, the NYPD won’t allow me to work. 

    The NYPD has issued me more than 30 NYPD police reports with me as the victim. 

    I’m more than happy to share the information with HRA. 

    The NYPD has rejected me from getting hundreds of additional NYPD police reports. 

    I had to pro se sue CUNY in the New York Court of Claims because the NYPD was trying to get me kicked out of CUNY. 

    There is a lot of evidence about everything I’m claiming here in the exhibits of the case.

    I’m also happy to share my phone records and emails with HRA.

  • Opinion: NYPD 911 are harassing me on the phone.

    I’m not a lawyer.

    I’m pro se suing the NYPD.

    This is a notice of claim I filed with the NYC Comptroller’s office.

    Some, not all, of the people who work for NYPD 911 harass me on the phone when I call.

    The NYPD, FBI, US Attorney, District Attorney, Secret Service, Pentagon, and others blocked my phone number.

    I was calling to report that people I know are paying New York City law enforcement and their regular clothes, female and male, civilian lie and scam team to harass me.

    I always treat everyone at the NY Courts, One Centre Street NYC Comptroller’s Office, etc., politely and respectfully at all times no matter what. 

    I was polite and respectful with all the NYPD employees I spoke with below. 

    Incident 1: 

    Time and date: 

    On January 11, 2025 from 5:44 PM until 6:48 PM I called NYPD 911 seventeen times to report that people I know are paying the NYPD and the NYPD’s female and male, regular clothes, civilian lie and scam team to harass me. 

    Some of the NYPD 911 operators were joking around on the phone making a joke out of my NYPD 911 calls reporting NYPD corruption and harassing me on the phone like they have done hundreds/thousands of times previously. 

    1 Police Plaza, all the NYPD Precincts, NYPD Internal Affairs, blocked my phone number (917) 815-5415 so I can only call NYPD 911 when the NYPD and the NYPD’s plain clothes, female and male, civilian team harass me. 

    When I call NYPD 911 many times including the time and dates above, the women and men who answer the phone at NYPD 911 joke around and harass me on the phone. 

    Incident 2: 

    I’ve called NYPD 911 dozens of times to report the NYPD and the NYPD’s regular clothes, female and male, civilian team for harassing me on January 12, 2025 too.       

    Some of the NYPD 911 operators were joking around on the phone making a joke out of my NYPD 911 calls reporting NYPD corruption and as usual the NYPD 911 operators were harassing me on the phone. 

    I told the NYPD 911 operators that I’m going to report them to the NYC Comptroller’s Office, the New York Courts, NYPD Internal Affairs, CCRB, DOI, FBI, US Attorney, District Attorney, and other government agencies. 

    The NYPD 911 operators made it clear that they don’t care. 

    The NYPD 911 operators don’t have the slightest concern about any oversight. 

    When the calls I made to NYPD 911 are played in court everyone will see how corrupt the NYPD is and how the NYPD 911 operators have no concern about any law enforcement oversight. 

    Someone is telling the NYPD 911 operators to keep running scams on the phone and don’t worry about any oversight because they won’t do anything. 

    Incident 3:

    I went to the NYPD 13 Precinct on January 11, 2025 at 6:30 pm to report the women and men who pick up the phone for NYPD 911 joking around on the phone and harassing me on the phone when I called. 

    I spoke with NYPD Officer X from the NYPD 13 Precinct. 

    The NYPD Officer denied me a police report. 

    The NYPD Officer I spoke with had her body camera on for a few minutes. 

    I spoke with the Sergeant and he denied me a police report too. 

    I was polite the whole time. 

    The Sergeant was playing good cop and the officer was playing bad cop. 

    Incident 4:

    Then I went to NYPD Internal Affairs at 315 Hudson St New York, NY on January 11, 2025 at 7:30 PM. 

    I spoke with two NYPD Internal Affairs Detectives and told them that women and men who picked up NYPD 911 when I called were joking around on the phone and harassing me on the phone. 

    One of the NYPD Detectives was a little rude and I still treated him respectfully. 

    I know people aren’t allowed to record audio and video at NYPD Precincts. 

    Because the NYPD Internal Affairs Detective was being rude and we were meeting in an office building lobby, not a NYPD precinct, not in the NYPD Internal Affairs office, I audio recorded some of the conversation with NYPD Internal Affairs. 

    I wasn’t sneaky. I let them know I was recording the audio because I also wanted to get their shield numbers. 

    Additional information:

    I’ve called NYPD 911 more than 30,000 times in the past 10 years from my mobile phone (917) 815-5415 

    That may sound like a lot.

    It’s nothing compared to the millions of dollars the NYPD has spent harassing me during the past several years which is still going on today. 

    As far as I understand when a person calls NYPD 911 from inside of New York City the NYPD 911 call shows up in the callers recent call history on their phone but it does not show up in their online phone records in their online mobile phone company account. 

    At least that’s what my phone company told me. 

    The NYPD loves hiring incompetent civilians as long as the people will harass people on command and cover up corruption. I’m not talking about officers, I’m talking about some of the civilians, not all, who work for the NYPD and NYPD 911. 

    I can’t make one more thing clear enough. 

    The members of the NYPD who harass me, the people at NYPD 911 who harass me on the phone, and the civilians I know who pay the NYPD to harass me for no reason made it very clear to me on numerous occasions that they don’t have the slightest concern about anyone from the government knowing what they are up to, including the courts, law enforcement oversight, politicians, etc. 

    I have an app that records calls on my phone. The only calls the app won’t allow me to record are NYPD 911 calls. If I could record the calls with the app, I would. 

    The only one who has a full record of the 30,000 plus times I’ve called NYPD 911 is the NYPD. 

    Of course, they will try to cherry pick the calls were the NYPD 911 operators were acting professional and hide the thousands of NYPD 911 calls I made when the NYPD 911 female and male operators were harassing me on the phone. 

    I can keep writing hundreds/thousands of pages about this situation although hopefully this will suffice.

    What happened: I’ll make this as brief as possible. 

    This is a Notice of Claim to sue HRA. 

    I’m going to mention the NYPD too because the NYPD is involved. 

    I’m living in the street homeless because people I know who rob the NYC government with the NYPD, also pay the NYPD to harass people including me. 

    The NYPD and the NYPD’s civilian team chased away my web marketing clients so I’m living in the street homeless. 

    I stick to rich neighborhoods in Manhattan for my safety. For example, Tribeca, Financial District, etc. 

    I don’t have a criminal record. I don’t do anything illegal. 

    The NYPD has issued me more than 35 NYPD police reports with me as the victim. 

    I’m a full time Baruch College student with a 3.8 GPA while living in the street homeless the whole time plus the NYPD and their civilian team spending millions of dollars constantly harassing me. 

    NYPD Internal Affairs, CCRB, DOI, and many others know who I am from me contacting them. 

    I’m planning on pro se suing HRA first and then the NYPD next. 

    I’m not a lawyer.

    I always treat everyone who works at HRA, the NYC Comptroller’s Office, One Centre St, and the New York Courts respectfully at all times no matter what. 

    I can care less if one of my Notice of Claims gets rejected. 

    Many of my Notice of Claims get approved.

    Even when high ranking members of the NYPD get caught committing felonies, on the rare occasion they get caught, they keep their pension and don’t go to prison.

    Then they get social security, a pension, and a great job after forced retirement. 

    In my opinion the government should raise the NYPD budget a few billion dollars a year to take the pressure off the situation. 

    In my opinion the government should make deals with billion dollar landlords to provide below market rate housing for the NYPD to make them happy. 

    Here is the reason for the Notice of Claim. 

    The NYPD has a large, off the books, female and male, regular clothes, civilian team who runs scams for them. 

    When I was at HRA on December 17, 2024 at 10:50 AM the NYPD had members of their regular clothes civilian team, who also collect public assistance, harassing me while I was dropping off my storage invoice. 

    One of the biggest scams that the NYPD runs is paying civilian women and men to run around in regular clothes harassing people and running scams for them. 

    Regardless if the women and men who were harassing me at the above date and time were working off the books for the NYPD, or it was just a coincidence, a few HRA employees covered it up. 

    Some employees of HRA, not all, saw that I was being harassed by other public assistance recipients and didn’t say anything. 

    I have women and men harassing me almost everywhere I go, I’m used to it. 

    I suspect the reason the HRA employees didn’t help me when I was being harassed in the HRA public assistance office is because they knew the people were harassing me on behalf of the NYPD. 

    I always treat all HRA staff respectfully no matter what. 

    I’m not mad at anyone from HRA for covering up that the NYPD is paying civilians, other public assistance recipients, to harass me when I drop off my storage invoices. 

    My credibility:

    The NYPD has issued me more than 30 NYPD police reports with me as the victim. 

    The only reason the NYPD issues me any NYPD police reports is because they know I’m going to create a Notice of Claim if they don’t. 

    The NYPD has rejected me for hundreds of NYPD police reports. 

    The NYPD, Manhattan FBI, Manhattan District Attorney, US Attorney Northern District, New York Senate, and many other government offices blocked my phone number when I was calling to report the NYPD harassing me. 

    I’ve contacted more than 1,000 United States government offices by phone and email in the last ten years to report the NYPD and their civilian team for harassing me. None of them helped. 

    What percentage of people who contact the government to report the NYPD for harassing them are getting help?

    No one knows. 

    When I was at HRA multiple women and men in regular clothes were harassing me. 

    For example, bumping into me, trying to crash into me, shoving their hands and phones in my face, and much more. 

    I was minding my own business. 

    I ignored them and walked away. 

    Some of the HRA employees saw me being harassed and covered it up. 

    That’s why I’m going to sue them. 

    I always treat all HRA employees respectfully no matter what. 

    I don’t blame anyone for covering up scams that the NYPD is running at HRA. 

    I don’t get mad. 

    I sue. 

    Hopefully I’ll start making money and I’ll be off public assistance. 

    Just in case I still need public assistance for more time which I do now, I have to protect myself. 

    The NYPD is spending millions of dollars to try and get me locked up and try and get me kicked out of every place I go. 

    Extra: 

    I would like to add one more thing I find a little strange because the NYC Comptroller’s Office is very powerful and this may help a lot of people. 

    HRA generously pays for my little storage room and the storage rooms for a lot of other people. 

    Formerly, every six months or a year the people with storage would bring in a storage invoice and then the storage would be paid once a month automatically. 

    Then the process changed. 

    For some reason if you want your storage paid you have to go in once a month and spend hours waiting around to turn in your storage invoice. 

    It’s no big deal for me because I have a laptop and Wi-Fi I paid for years in advance with my public assistance money and student loans. 

    I just don’t understand why everyone who gets their storage paid from HRA has to go in person with a storage invoice every month.

    The Access HRA mobile app allows you to upload your storage invoice directly to HRA.

    I politely and respectfully asked a few of the staff at HRA and they told me you have to come in person or the storage won’t get paid. 

    Just wanted to mention that just in case there is a more efficient way to do it. 

    There is so much time wasted for the HRA staff and people running around with storage invoices when the storage invoices can be uploaded via the Access HRA mobile app. 

    I just wanted to mention one more thing. 

    Thank you to everyone at the entire United States government who created public assistance and thank you to everyone at HRA who helps the people who receive public assistance including me. 

    I constantly hear people on the web and news talking about how all or most homeless people are drug addicts, alcoholics, and have mental health issues. 

    That is some homeless people, not all. 

    There are a ton of homeless people like me who have no criminal record, don’t do anything illegal, and are trying to elevate our lives. 

    I’m not wishing for it but a lot of people who think all homeless people are drug addicts and alcoholics with mental health issues are about to end up homeless when AI takes their jobs. 

    We’ll see how they feel about it then. 

    Or they can go live in a homeless shelter and have fun there. 

    Personally, I prefer to live in the street. 

    I have an inexpensive gym membership paid for with the money I receive from HRA. 

    I have a storage room with my belongings paid for by HRA directly. 

    I have a little money for food thanks to HRA. 

  • The NYPD harasses me so they can record my reactions with their body cameras.

    People I know think it’s funny to pay the police to harass people.

    I don’t have any misdemeanors or felonies.

    I don’t do anything illegal.

    The NYPD is a multi-billion dollar per year police department.

    The NYPD has police officers in uniform harassing me and running scams on me so they can record my reactions with their body cameras making me look bad.

    I’m always in rich areas in Manhattan, Long Island City, Downtown Brooklyn, etc.

    In my humble opinion, if the NYPD is harassing someone and they go into a high crime area, it’s not going to be good.

    The NYPD has a massive number of civilian women and men of all ages running around harassing people.

    I’ve contacted more than 1,000 government and law enforcement offices and they won’t help.

    Now I’m contacting thousands of civilian companies trying to get help.

    If you have any idea how I can legally get the NYPD and their civilian team to stop harassing me please let me know.

  • Email to Baruch College about individuals I know paying people to harass me.

    Greetings Baruch College CUNY,

    I’ll make this quick. 

    Of course I would never mention a word about this to anyone at Baruch College besides here. 

    People I know are paying one person after the next to harass me outside of school. 

    For example, robbing me, vandalizing my property, crashing into me, shoving their phones in my face, etc. 

    It’s been going on for years, long before I started at CUNY. 

    Even though the government won’t help me I keep in constant contact with them so it’s documented.

    For example, I call and email the FBI, police, and many other government offices every week. 

    I’ve contacted the FBI and police tens of thousands of times by phone, email, etc. 

    I’ve contacted more than 1,000 government and law enforcement offices. 

    One reason I mention this at school is because I have women and men in regular clothes harassing me constantly within blocks of Baruch College and throughout the rest of NYC. 

    I have no idea who they are or where they are coming from.

    The glass is half full.

    Making the best of it. 

    I’m focused on being polite, respectful, and earning money.

    Greetings NYC Comptroller’s office,

    I have zero criminal record. 

    I don’t do anything illegal. 

    I always treat everyone at the NYC Comptroller’s office and everyone at One Centre St respectfully at all times no matter what. 

    The NYPD are running so many scams on me I could easily spend 12 hours a day dealing with it. 

    The NYPD will not allow me to work. 

    I know you can’t give legal advice. 

    I’m about to pro se sue the NYPD. 

    The NYPD can care less. 

    The NYPD and their civilian team are harassing me constantly without the slightest concern about oversight. 

    I have more notice of claims about the NYPD and their civilian team harassing me. 

    I’m not sure if all the NYPD  notice of claims fall under the same claim number or if each NYPD notice of claim gets a different claim number. 

    Either way I’m doing my best. 

    The glass is half full. 

    There are a lot of innocent people that the NYPD killed and innocent people that are in NYC and New York jails right now so it could be worse. 

    I’ll be dropping off several more NYPD notice of claims pertaining to the NYPD and their civilian team constantly harassing me without the slightest concern about them getting exposed or in trouble.

    NYPD internal affairs blocked my phone number and email. 

    The CCRB told me to call NYPD internal affairs. 

    The DOI told me to call the CCRB and Internal Affairs. 

    Other government offices told me to contact the NY AG office and I did that too via web form or email I can’t remember. 

    The Manhattan and Albany FBI blocked my phone number. 

    The Manhattan DA blocked my phone number. 

    1 Police Plaza blocked my phone number.

    In my opinion, the NYPD knows it costs millions or tens of millions of dollars to properly sue them and they exploit it. 

    In my estimation it costs tens of millions of dollars to properly sue the NYPD. 

    It would take thousands of hours just to go through all my evidence, hire experts, contact places for the security video, etc.

    I’m making the best of it as always.

    I understand everyone who works for the NYC government is doing their best with the amount of people they have to help.
