  • Message to the Human Resources Administration about the NYPD sabotaging me

    March 18, 2025.

    Greetings HRA Commissioners Office,

    Thank you for the help.

    I always treat all HRA politely and respectfully at all times no matter what.

    I’m following up about the NYPD not allowing me to work.

    I don’t have a criminal record.

    I don’t do anything illegal.

    Individuals I know pay the NYPD to sabotage and harass people including me.

    The NYPD won’t allow me to work.

    The NYPD pays civilian women and men to constantly harass and rob me.

    I suspect the NYPD has sabotaged my public assistance case a few times if you look into it.

    The best way to reach me is via email.

    Of course you can call and I would like to meet in person about this.

    I’m currently a full time Baruch College student.

    Eventually I’ll be looking for a job and the NYPD will be blocking me from working as usual, unless it’s some type of job scam that will sabotage my public assistance case and make me look bad when the whole thing was an elaborate set up from the beginning.

    I brought a letter about the NYPD not allowing me to work to HRA 16th St and they told me to bring the letter the 1PP.

    I went to 1PP and they didn’t help me at all.

    I’ve contacted more than 1,000 government offices in NYC, NY state, Albany, DC, etc., and I can tell you first hand that law enforcement has very little oversight in America.

    I repeat, the NYPD vandalizes and steals anything I have of value.

    The NYPD and their civilian scam team constantly harass me.

    The NYPD will not allow me to work.

    I’m making the best of it.

    I’m contacting thousands of civilians trying to get help and find jobs.

    When most people Google me and see that I’m being harassed by law enforcement they back away.

    I have a massive amount of evidence to back up my claims.

    For example, NYPD police reports and much more.

    If the NYPD threatens any of the HRA staff and says do not help Mark Pine if you contact NYPD Internal Affairs, CCRB, DOI, etc., they may or may not help you.

    They won’t help me.

    The same goes for countless NYC government agencies and NY state government offices too.

    I’ve contacted hundreds of them and they are scared to death of the NYPD.

    I think the NYPD has murdered at least 5 innocent people in the last few years that we know about and I suspect the number is higher.

    If you Google the crime committed by members of the NYPD it’s out of control.

    I know of woman that have been raped and attacked in NYC that the NYPD won’t help so they can surely care less about helping me.

    BTW, I’m at HRA TAG on 16 St right now and the woman helping me is as nice and helpful as can be.

    The HRA employees are excellent.

    Please contact me about the NYPD and the NYPD’s civilian scam team not allowing me to work.

  • Message to urgent care about NYC law enforcement harassing me.

    ​Greetings Urgent Care, 

    There are a lot of great people at the NYPD.

    The NYPD also hires lunatics and maniacs who murder people. 

    People I know have been running scams and stealing money with the NYPD for 30 years.

    They sleep great.

    Not the slightest concern about getting caught. 

    I’ll make this quick because we are all busy.

    I always treat all urgent care and emergency room staff respectfully at all times, no matter what.

    I never mention anything negative about law enforcement harassing me to the emergency room and urgent care staff. 

    Long story short police do a lot of good and a lot of bad.

    I have solutions to the United States law enforcement issues that are better than anything I’ve heard from politicians.

    I’m trying to get involved in the process. 

    In the meantime I don’t have a criminal record. I don’t do anything illegal. 

    Individuals I know pay New York City law enforcement and their civilian lie and scam team to harass me constantly.

    I’ve been issued more than 35 NYPD police reports with me as the victim, more NYPD police reports than 99% of people in New York City. ​

    I’ve been rejected for hundreds of additional NYPD police reports because the NYPD is covering up the people they are harassing and there is little to no oversight so they get away with it. 

    I never mention law enforcement to the medical staff. 

    One thing the NYPD, New York City police does to me is they have women and men blow vape and drug smoke in my face very often when they are harassing me. 

    After the NYPD has their civilian scam team blow drug smoke in my face they rob me, vandalize my property, crash into me, bump into me, cut me off, shove their phones in my face, they have women try to “hook up” with me, and many more scams. I ignore them. 

    After the NYPD has their civilian lie and scam team blow drug smoke in my face, I go to emergency rooms and urgent cares. 

    I’ve been to emergency rooms and urgent cares at least 500 times during the last 8 years since the NYPD started spending millions of dollars harassing me. 

    I always treat all medical staff respectfully and politely no matter what.  

    After the NYPD has their civilian scam team blow drug smoke in my face I tell the medical staff that someone blew drug smoke in my face in the subway. 

    Most times it doesn’t go further than that. 

    If a Doctor or PA says you’ve been here 100 times for the same issue, what’s going on?

    I’ll say some people are harassing me, it’s a long story, I reported it to the police and they are working on it.

    I don’t have anymore details than that. 

    I never mention that people I know are paying NYC law enforcement to harass me to medical staff. 

    I just wanted to touch base with you and I’m going to contact corporate at all the other medical places I go.

    NYC law enforcement is basically harassing me almost every day so I’m at emergency rooms and urgent cares a few times per week for the same thing.

    The NYPD denied my FOIL request.

    Greetings FA, 

    Last time the NYPD sent me an incomplete list of NYPD police reports with me as the victim, this time the NYPD refuses to send me the NYPD police reports that have been issued to me (attached). 

    I put in another request a few days ago asking for all the NYPD police reports that have been issued to me in the past 5 years (attached). 

    I asked for the NYPD police reports that have been issued to me with me as the victim. 

    Individuals I know pay high level members of NYC law enforcement to steal money and harass people including me. 

    NYC law enforcement doesn’t have any oversight so they have been getting away with it for decades. 

    The NYPD has probably issued me about 3 dozen NYPD police reports.

    The NYPD has rejected me for hundreds of additional NYPD police reports. 

    I would like the information on the 35 to 45 NYPD police reports with me as the victim.

  • New forms at HRA 16th ST Manhattan.

    Greetings HRA and various government and law enforcement agencies and offices, 

    Individuals I know pay the NYPD, New York City law enforcement, and their civilian lie and scam team to harass people including me. 

    NYC law enforcement has spent millions of dollars running scams on me. 

    The members of NYC law enforcement and their civilian scam team who harass me made it clear they don’t have the slightest concern about the courts, oversight, politicians, etc., interfering with them stealing, scamming, and harassing people. 

    I always treat everyone at HRA polite and respectfully no matter what. 

    I just wanted to mention one quick thing. 

    After you’ve been harassed for years like I have you have to keep an eye on every detail and document everything. 

    Today February 14, 2025 I dropped of my storage invoice at HRA 109 E 16th St, New York, NY 10003. 

    I have known the HRA employee for years that helped me. 

    The man gave me some forms to fill out that I never saw before about working and adding people to my case. 

    The forms weren’t filled out. 

    I respectfully and politely said I’m not working I’m a student and I’m not adding anyone to my case. 

    The HRA staff person said just sign it. 

    I said OK. 

    Just wanted to mention that. 

    I know everyone who works for HRA are very helpful. 

    I also know that the NYPD and NYC law enforcement force people who work for the government into running scams. 

    Hopefully nothing was changed with my case today. 

    I’m just concerned because I have a ton of schoolwork. 

    Plus the NYPD and their civilian scam team have people blowing vape and marijuana smoke in my face almost every day, sometimes multiple times per day while they are teasing and harassing me. 

    The NYPD doesn’t have any oversight at all so there are no repercussions for them running one scam after the next on me for almost 10 years. 

    Just to clarify, hopefully everything is the same with my public assistance case, nothing has changed on my side. 

    The very nice HRA employee today had me sign at least one form that I’ve never seen before when I stopped by HRA 16 St Manhattan to get my storage bill paid because I’m living in the street homeless.

  • Baruch College student groups

    Greetings Law Enforcement, 

    Individuals I know pay various law enforcement to harass people including me for no reason. 

    United States law enforcement doesn’t have any oversight at all so they get away with it. 

    I know people who pay United States law enforcement for permission to beat women, commit fraud, steal money, and much more.

    They have been getting away with it for decades. 

    I’ve contacted more than 1,000 government offices about it and haven’t heard back. 

    Every year in New York colleges and high schools there are thousands or tens of thousands of complaints from students about students. 

    For some reason at Baruch College they just can’t get students into groups with each other quick enough, they share everyone’s personal information with each other, and things like that. 

    Of course, I never interact with any students outside of classes. 

    I’m polite and respectful during in class student groups.

    I’m not looking to network or get dates or anything like that. 

    I’ve had so many female and male Baruch College students harass me in class, after class, etc., harass me I lost count.

    I ignore them. 

    Another reason I avoid Baruch College students is because of the massive amount of academic cheating I see going on in my classes.

    I’ve reported it a few times and never hear back from CUNY so I stopped reporting it. 

    I see another one of my classes is now forcing the class to get into student groups. 

    I’m not sharing any of my personal information with students. 

    I’m not responding to any emails from students. 

    I’m not meeting with students outside of class.

    If any female or male student tries to talk with me outside of class I ignore her or him. 

    New York City law enforcement has had so many Baruch College students harass me I lost count. 

    I don’t want to say too much because I don’t want to get sued for defamation. 

    New York City law enforcement runs scams with civilians and then hides behind the defamation laws.

  • The NYC police are trying to sabotage my public assistance case.

    Greetings HRA,

    HRA is great. 

    They save people’s lives every day. 

    The HRA job programs are great. 

    The HRA job programs elevate people’s lives every day. 

    I’ve seen it with my own eyes. 

    Individuals I know have been paying New York City law enforcement and New York City law enforcement’s civilian team to harass me for years. 

    I have a massive amount of evidence. For example, I have more than 30 NYPD police reports with me as the victim and much more. 

    Here are some of the scams that the NYPD and their civilian team are going to run on me when I get back to the HRA job program. 

    The NYPD will have women and men crashing into me, shoving their phones in my face, blowing drug smoke in my face, yelling and screaming at me, and much more. 

    I’ll play along and take the abuse like always. 

    The same exact thing is going on at Baruch College. 

    The next scam is a great NYPD police scam. 

    I’m going to make this quick and get to the point. 

    The NYPD won’t let me work. 

    Everything I buy is either vandalized, stolen, or both.

    I have the NYPD police reports to prove it. 

    I was just denied NYPD police reports last night by two NYPD precincts. 

    Someone vandalized my backpack. 

    The NYPD will never let me get near a penny under any circumstances. 

    When I get back to the HRA job program this is what’s going to happen. 

    I’m not saying the HRA job programs have any knowledge about the NYPD scams against me. 

    The NYPD has billions of dollars a year with little to no oversight. 

    The NYPD doesn’t need to let the HRA job programs know what’s going on. 

    I would love a nice Manhattan minimum wage retail job at a franchise, chain store, or restaurant. 

    That will never happen. 

    The NYPD and their civilian team are going to pull strings without anyone knowing to get me into a job where I’m guaranteed to fail. 

    For example, the NYPD has video and audio of me getting harassed by a couple of people at the NYC Parks Department.

    Not everyone who works there, just a couple of people. 

    The NYPD will get me a job at the NYC parks and then use the old audio and video out of context and say it happened on the job. 

    Or the NYPD will send me somewhere and have people harass me, attack me, and rob me. 

    Or the NYPD will put me in a situation with a young woman and have the girl say Mark Pine is stalking me or something like that. 

    Ever since the NYPD started harassing me, I’ve had dozens of women and men shove their phones in my face, crash into me, etc. 

    I’m 48 years old. 

    I don’t have a criminal record. 

    I don’t do anything illegal. 

    The NYPD tears people to shreds. 

    Some, not all, government employees will not interfere with the NYPD regardless of what they are doing. 

    I don’t blame them. 

    The CCRB told me to call NYPD Internal Affairs. 

    NYPD Internal Affairs blocked my phone number. 

    The Manhattan FBI and Manhattan District Attorney blocked my phone number. 

    The list goes on. 

    I’ve contacted more than 1,000 United States government offices about the NYPD and their civilian team harassing me. 

    I’m living in the street homeless. 

    I don’t look homeless.

    I stick to rich neighborhoods so it’s safe. 

    If I got a minimum wage job working 30 hours a week or 20 hours a week, I’d be rich. 

    I’d have the majority of the time to myself.

    I’d have more than enough money to do whatever I want as far as eating and trying to start a business on the web. 

    I’m spending 70 hours a week on school with studying. 

    The NYPD was pulling the same exact scams the last time I was at the HRA job program. 

    I’ll write part two later. 

    In the meantime I’m contacting thousands of companies trying to find web marketing clients or a minimum wage job. 

    The NYPD will not let me work under any circumstances. 

    I’m making the best of it. 

    I’m not giving up. 

    Also, the NYPD has their civilian team blowing drug smoke, weed smoke, vape smoke in my face constantly around Manhttan. 

    I’ve been to emergency rooms and urgent cares hundreds of times.

    That gives us less time to bring the invoice in person to HRA every month.

    The second reason I’m contacting you is about New York City law enforcement spending millions of dollars harassing me. 

    I don’t have a criminal record.

    This is a message about the NYPD not allowing me to work that I sent to the HRA Commissioner’s office via the public web form in January 2025. 

    I made it a little longer because I don’t have to submit it via the web form. 

    Greetings HRA, 

    Thank you for all the help. 

    The people who work for HRA 16th St, Manhattan, including security guards do a great job. 

    I always treat all HRA staff, security guards, employees at the public assistance job programs, and other HRA recipients politely and respectfully at all times, no matter what. 

    Treating everyone at HRA respectfully is more important than any of this. 

    Almost anything I buy with the cash from HRA, the NYPD and their civilian team steals or vandalizes. 

    I’m sure most NYPD members are ok. 

    The NYPD officers who harass me are ruthless beyond almost anyone’s imagination. 

    The NYPD’s favorite scams are to lie and say Mark Pine is rude, Mark Pine doesn’t want to work, Mark Pine is crazy, Mark Pine is stalking all the girls, etc. 

    I’m 48 years old with a 3.8 GPA at Baruch College and zero criminal record with the NYPD spending a massive amount of money to lock me up. 

    The NYPD constantly has civilian women and men in regular clothes crashing into me, blowing marijuana smoke in my face, shoving their phones in my face, yelling and screaming at me, sneezing and coughing in my face, doing anything they can to try and start an argument, and much more. 

    I ignore them. 

    The NYPD got me arrested in Nassau County. 

    It’s a long story. 

    I got the charge lowered to a violation so I still technically don’t have a criminal record. 

    It’s an awesome story, no time to tell it here. 

    I represented myself and requested a bench or judge trial.

    Currently I’m a full time student at Baruch College CUNY. 

    I’m signed up for full time for the Spring 2025 semester. 

    I plan on taking summer 2025 classes and Fall 2025 classes. 

    At some point in the future I’m going to be back looking for a job. 

    At your convenience I would like to speak or email with someone at HRA about the NYPD not allowing me to work. 

    Every time I call the main HRA number no one picks up, even if I call first thing in the morning when HRA opens. 

    I understand “the NYPD won’t allow me to work” isn’t a common issue. 

    That’s why I’m getting started now. 

    I’m contacting HRA about this situation early, so there is plenty of time to deal with it before I end up back at a HRA job program with the NYPD and their civilian team harassing and sabotaging me.

    I’m always respectful to NYPD patrol cops when I see them around the city and at precincts. 

    The people I know pay high level NYPD to harass me, not precinct police that you see in uniform. 

    1 Police Plaza, the Manhattan District Attorney, NYPD Internal Affairs, the Manhattan and Albany FBI, the US Attorney Northern District of New York, blocked my phone number. 

    I have a feeling the majority of people in New York City, New York State, and the United States aren’t getting help if they are being harassed by law enforcement. 

    I’ve contacted more than 1,000 United States government offices by phone and email to report the NYPD for harassing me and none of them helped at all. 

    In my spare time from school I’m trying to find new web marketing clients. 

    I’m also trying to raise money for startups from accredited investors. 

    Hopefully I’ll figure out how to earn money before I’m done with school. 

    If not I’ll be back in the public assistance job program with the NYPD and their civilian team sabotaging, harassing, and running scams on me without a care in the world about NYPD Internal Affairs, CCRB, and DOI stopping them. 

    Before I went to Baruch College I applied for hundreds if not thousands of Manhattan retail jobs. 

    In my opinion, anyone who was thinking about hiring me was told no by the NYPD. 

    The NYPD would love to drag me into dangerous situations. 

    For example, the NYPD tried to get me to go to a factory somewhere in the middle of the night where there was no public transportation nearby. 

    I called the local NYPD precinct and they told me if I go there in the middle of the night I’ll be killed. 

    I should have recorded the call. 

    I know this is a tough situation and I’m making the best of it. 

    I’m living in the street homeless. 

    I have places to shower. 

    Of course, I have my little storage room with clean clothes paid for by HRA. 

    If I was working 30 hours a week or so for minimum wage I’d be doing a lot less work than I have to do for school and I’d have a lot more money. 

    Unfortunately, the NYPD won’t allow me to work. 

    The NYPD has issued me more than 30 NYPD police reports with me as the victim. 

    I’m more than happy to share the information with HRA. 

    The NYPD has rejected me from getting hundreds of additional NYPD police reports. 

    I had to pro se sue CUNY in the New York Court of Claims because the NYPD was trying to get me kicked out of CUNY. 

    There is a lot of evidence about everything I’m claiming here in the exhibits of the case.

    I’m not a lawyer.

    I’m pro se suing the NYPD.

    This is a notice of claim I filed with the NYC Comptroller’s office.

    Some, not all, of the people who work for NYPD 911 harass me on the phone when I call.

    The NYPD, FBI, US Attorney, District Attorney, Secret Service, Pentagon, and others blocked my phone number.

    I was calling to report that people I know are paying New York City law enforcement and their regular clothes, female and male, civilian lie and scam team to harass me.

    I always treat everyone at the NY Courts, One Centre Street NYC Comptroller’s Office, etc., politely and respectfully at all times no matter what. 

    I was polite and respectful with all the NYPD employees I spoke with below. 

    Incident 1: 

    Time and date: 

    On January 11, 2025 from 5:44 PM until 6:48 PM I called NYPD 911 seventeen times to report that people I know are paying the NYPD and the NYPD’s female and male, regular clothes, civilian lie and scam team to harass me. 

    Some of the NYPD 911 operators were joking around on the phone making a joke out of my NYPD 911 calls reporting NYPD corruption and harassing me on the phone like they have done hundreds/thousands of times previously. 

    1 Police Plaza, all the NYPD Precincts, NYPD Internal Affairs, blocked my phone number (917) 815-5415 so I can only call NYPD 911 when the NYPD and the NYPD’s plain clothes, female and male, civilian team harass me. 

    When I call NYPD 911 many times including the time and dates above, the women and men who answer the phone at NYPD 911 joke around and harass me on the phone. 

    Incident 2: 

    I’ve called NYPD 911 dozens of times to report the NYPD and the NYPD’s regular clothes, female and male, civilian team for harassing me on January 12, 2025 too.       

    Some of the NYPD 911 operators were joking around on the phone making a joke out of my NYPD 911 calls reporting NYPD corruption and as usual the NYPD 911 operators were harassing me on the phone. 

    I told the NYPD 911 operators that I’m going to report them to the NYC Comptroller’s Office, the New York Courts, NYPD Internal Affairs, CCRB, DOI, FBI, US Attorney, District Attorney, and other government agencies. 

    The NYPD 911 operators made it clear that they don’t care. 

    The NYPD 911 operators don’t have the slightest concern about any oversight. 

    When the calls I made to NYPD 911 are played in court everyone will see how corrupt the NYPD is and how the NYPD 911 operators have no concern about any law enforcement oversight. 

    Someone is telling the NYPD 911 operators to keep running scams on the phone and don’t worry about any oversight because they won’t do anything. 

    Incident 3:

    I went to the NYPD 13 Precinct on January 11, 2025 at 6:30 pm to report the women and men who pick up the phone for NYPD 911 joking around on the phone and harassing me on the phone when I called. 

    I spoke with NYPD Officer X from the NYPD 13 Precinct. 

    The NYPD Officer denied me a police report. 

    The NYPD Officer I spoke with had her body camera on for a few minutes. 

    I spoke with the Sergeant and he denied me a police report too. 

    I was polite the whole time. 

    The Sergeant was playing good cop and the officer was playing bad cop. 

    Incident 4:

    Then I went to NYPD Internal Affairs at 315 Hudson St New York, NY on January 11, 2025 at 7:30 PM. 

    I spoke with two NYPD Internal Affairs Detectives and told them that women and men who picked up NYPD 911 when I called were joking around on the phone and harassing me on the phone. 

    One of the NYPD Detectives was a little rude and I still treated him respectfully. 

    I know people aren’t allowed to record audio and video at NYPD Precincts. 

    Because the NYPD Internal Affairs Detective was being rude and we were meeting in an office building lobby, not a NYPD precinct, not in the NYPD Internal Affairs office, I audio recorded some of the conversation with NYPD Internal Affairs. 

    I wasn’t sneaky. I let them know I was recording the audio because I also wanted to get their shield numbers. 

    Additional information:

    I’ve called NYPD 911 more than 30,000 times in the past 10 years from my mobile phone (917) 815-5415 

    That may sound like a lot.

    It’s nothing compared to the millions of dollars the NYPD has spent harassing me during the past several years which is still going on today. 

    As far as I understand when a person calls NYPD 911 from inside of New York City the NYPD 911 call shows up in the callers recent call history on their phone but it does not show up in their online phone records in their online mobile phone company account. 

    At least that’s what my phone company told me. 

    The NYPD loves hiring incompetent civilians as long as the people will harass people on command and cover up corruption. I’m not talking about officers, I’m talking about some of the civilians, not all, who work for the NYPD and NYPD 911. 

    I can’t make one more thing clear enough. 

    The members of the NYPD who harass me, the people at NYPD 911 who harass me on the phone, and the civilians I know who pay the NYPD to harass me for no reason made it very clear to me on numerous occasions that they don’t have the slightest concern about anyone from the government knowing what they are up to, including the courts, law enforcement oversight, politicians, etc. 

    I have an app that records calls on my phone. The only calls the app won’t allow me to record are NYPD 911 calls. If I could record the calls with the app, I would. 

    The only one who has a full record of the 30,000 plus times I’ve called NYPD 911 is the NYPD. 

    Of course, they will try to cherry pick the calls were the NYPD 911 operators were acting professional and hide the thousands of NYPD 911 calls I made when the NYPD 911 female and male operators were harassing me on the phone. 

    I can keep writing hundreds/thousands of pages about this situation although hopefully this will suffice.

    People I know pay New York City law enforcement to harass me.

    Therefore the NYPD and New York City law enforcement won’t let me work.

    I don’t have a criminal record.

    I don’t do anything illegal.

    I’m on public assistance (welfare) and I’m a full time senior at Baruch College.
