Notice of Claim to sue the New York City Human Resources Administration / Department of Social Services (HRA/DSS)

Greetings,

Before I get into it, I would like to share first and foremost I treat everyone at New York City Human Resources Administration / Department of Social Services (HRA/DSS), CUNY, and the New York City Comptroller’s Office with the utmost respect at all times regardless of how they treat me. I understand that everyone is doing their best under the circumstances. 

I don’t drink. I don’t smoke. I don’t party. I don’t have a criminal record. I have been homeless for 5 years. People I know from New York pay New York law enforcement to torture me in every way imaginable and a lot of ways you probably never thought of. 

I would like to sue the New York City Human Resources Administration / Department of Social Services (HRA/DSS) for $105,000.00. It doesn’t mean I’m mad at them. I’m not mad at HRA. It doesn’t mean I’m going to ever be disrespectful to them because I would never be disrespectful to them. 

I appreciate the help from the city. I don’t blame HRA for the way they are treating me, I hold New York law enforcement responsible. I highly suspect that New York law enforcement is going behind the scenes at HRA and forcing HRA to sabotage my case. 

If anyone doesn’t believe that goes on just quickly Google what NYPD police officer’s have been arrested for in the past 3 to 5 years. Murder, rape, child abuse, drug dealing, etc. People I know have been paying law enforcement to run scams for decades. I’d be happy to provide my civilian enemies names in private because I don’t want to be sued for defamation. 

1. In the last month, HRA moved my public assistance case certification from November 2020 to December 2020. This is the most clear cut obvious case of New York law enforcement going behind the scenes of New York City government offices and trying to sabotage me. If I’m wrong let me know. I’ll be as happy as can be. 

It is not a coincidence that I’m receiving my student loans around October 15, 2020. If my HRA public assistance case recertification would have stayed on November 2020 I could have recertified either on September 15 or October 1, 2020. My Chase bank statement would show that I don’t have any money besides the money I receive from HRA. 

Now my HRA public assistance case has been moved back 1 month to December 2020. The first day I can submit my HRA public assistance case recertification is either October 15 or November 1, 2020. When I submit my Chase bank statements to HRA on the new date it is going to show a $5,000 deposit for my student loans. 

I was told that even though I’m on public assistance I am allowed to receive student loans. I was told by the CUNY Edge office at LaGuardia Community College that student loans would not affect my public assistance case at all. 

I sent an email to the Commissioner of HRA about the situation. I also sent a message to a customer service email provided by HRA.

2. I have been trying to update my mailing address with HRA for months. Every time I enter my new PO Box into Access HRA on the web or the HRA mobile app I receive an error message. I have very limited access to the mailing address that HRA has on file for me. 

The New York City government is a tech-savvy government. The NYC government has great websites and mobile applications. Now all of a sudden I can’t update my mailing address. 

That’s super convenient for New York City law enforcement who is trying to sabotage my public assistance case. Any important letters sent from HRA to me will be impossible for me to retrieve in a timely fashion. I contacted the CUNY Edge office at school and they said they can not update my mailing address with HRA. 

3. My HRA public assistance case was already dropped once for absolutely no reason. I never had any issues with anyone. I do exactly what I’m required. I always have all paperwork submitted on time or early. I always go anywhere I’m required to go by HRA. 

4. HRA stopped paying for my storage. If I’m correct HRA pays for people who qualify to have storage. I submitted the proper paperwork regarding my storage. The cost is $34 per month. I believe that is well below the average storage cost. 

I suspect that New York law enforcement was behind that one too. HRA has to process hundreds of thousands of transactions if not millions. The only reason I can imagine that HRA stopped paying my storage, is because New York law enforcement told them to stop paying it on the grounds that I personally paid a few months upfront with my student loans. 

There is no way that HRA would have held that against me without New York law enforcement micromanaging my life and sabotaging me at every turn. They do this to me everywhere. I can not imagine that there has ever been another situation when HRA denied a qualified person storage because of a prepayment. Especially after they had already been paying it and I’ve prepaid before just to be safe. 

5. I treat everyone with the utmost respect at all times. The only time I argue with anyone is sometimes on the phone with New York law enforcement and the civilians who work for them. Lately, I’ve cut it out. 

When New York law enforcement and their civilian sabotage team start to harass me my knee jerk reaction is to call New York law enforcement (FBI, NYPD, US Attorney, District Attorney, etc.) and complain. Sometimes the people who pick up the phone start to treat me like garbage and we argue. 

Not only does New York law enforcement have the audio from those calls, but they also have people follow me around and record me in the street. They have actual audio of the arguments from people recording me with their smartphones in the street. 

I’m sure New York law enforcement is chomping at the bits to use that audio out of context and say I mouthed off to someone at HRA, CUNY, etc. I’m not proud of arguing with New York law enforcement. When I see police officers and government employees in the street I’m always friendly. It’s just sometimes on the phone they know how to tear me to shreds. New York law enforcement has something called Chronic Caller Operators. Those are operators whose job it is to tear people to pieces on the phone and they are amazing at it. 

Now that everyone is wearing masks I’m sure the NYPD would love to make up some lies and say I mouthed off. I treat everyone with the utmost respect at all times. New York law enforcement has taken almost everything from me. Why would I possibly jeopardize my benefits with HRA or my schooling with CUNY when that’s all I have left? 

I have a 4.0 GPA after 27 credits with New Law law enforcement torturing me. Now all of a sudden New York law enforcement’s story is that I’m not smart enough to know that if I don’t keep my mouth shut I’m going to be in a worse jam than I am now. I have been sleeping in the street for 5 years, I don’t want it to get worse. At least I have money for food and I’m gaining an education. Needless to say, I’m walking on eggshells.
